CLI changes: New parameter -digest to CLI command openssl cms, to
provide pre-computed digest for use with -sign.
API changes: New function CMS_final_digest(), like CMS_final() but
uses a pre-computed digest instead of computing it from the data.

Current implementation of warn_binary introduces a regression
when the content is passed in /dev/stdin as an explicit file name
and reads the file to be processed twice otherwise.
I suggest to reimplement this functionality after 3.0 if necessary.

Add OSSL_STORE_PARAM_INPUT_TYPE and make it possible to be
set when OSSL_STORE_open_ex() or OSSL_STORE_attach() is called.
The input type format is enforced only in case the file
type file store is used.
By default we use FORMAT_UNDEF meaning the input type
is not enforced.

Fixes#13656. Right now all openssl commands use a NULL propq. This
patch adds a possibility to specify a custom propq.
The implementation follows the example of set_nameopt/get_nameopt.
Various tools had to be modified to call app_get0_propq after it has
been populated. Otherwise the -propquery has no effect.
The tests then verify the -propquery affects the tool behaviour by
requesting a non-existing property.

Also, restore a behaviour change, where load_cert() would look at
stdin when the input file name is NULL, and make sure to call
load_cert_pass() with a corresponding argument where load_cert() was
used in OpenSSL 1.1.1.

Many of the new types introduced by OpenSSL 3.0 have an OSSL_ prefix,
e.g., OSSL_CALLBACK, OSSL_PARAM, OSSL_ALGORITHM, OSSL_SERIALIZER.
The OPENSSL_CTX type stands out a little by using a different prefix.
For consistency reasons, this type is renamed to OSSL_LIB_CTX.

Some sub-systems and openssl sub-commands do not yet deal cleanly with
purely provider-native EVP_PKEYs. We compensate that by "downgrading"
keys in select places, or ensure that the 'file:' scheme ENGINE loader
is activated.

-Public CMS methods that create a CMS_ContentInfo object now have variants that also add a libctx and propq.
This includes CMS_ContentInfo_new_with_libctx(), CMS_sign_with_libctx(), CMS_data_create_with_libctx(),
CMS_digest_create_with_libctx(), CMS_EncryptedData_encrypt_with_libctx(), CMS_EnvelopedData_create_with_libctx().
-Added CMS_ReceiptRequest_create0_with_libctx().
-Added SMIME_read_CMS_ex() so that a new CMS_ContentInfo object (created using CMS_ContentInfo_new_with_libctx()) can
be passed to the read.
-d2i_CMS_bio() has been modified so that after it loads the CMS_ContentInfo() it then resolves any subobjects that require
the libctx/propq (such as objects containing X509 certificates).
