+This directory contains override layers for images provided by the upstream
+repository. Each set of layers is in a directory denoted by the
+`organization`/`image-name`/`tag-name`. Within each directory, layers must be
+`.tar.gz` files and will be applied in file system sort-order, so it is
+recommended to prefix each layer's filename with a number.
