Jason Bacon 351c430a88 wip/biolibc: import biolibc-0.1.0.16
Biolibc is a library of fast, memory-efficient, low-level functions for
processing biological data.

Like libc, it consists of numerous disparate, general-purpose functions which
could be used by a wide variety of applications.

These include functions for streaming common file formats such as SAM and VCF,
string functions specific to bioinformatics, etc.

  corresponding Python identifiers

  This is to prevent users having to think about escaping the default value for
  ``logging-format-style`` in the generated config file. Also our config parsing
  utilities don't quite support escaped values when it comes to ``choices`` detection,
  so this would have needed various hacks around that.

BUG FIXES 1.48.4

- Config file width and height were not passed to the port video drivers.
  Created explicit parameters and functions
  to pass these to the port video drivers, separate from the current video state.
  This clarifies the inputs to the port video drivers.

- Prevent the command-line restore code from changing the current
  drawmode setting back to the default drawmode setting, wrongly.
  A new state bit for certain control variables now blocks command-line restore.
  This did not actually change the drawmode.
  It did change the current drawmode display in the drawmode menu.
  which deceived users, and testers.
