The CDF TOC Project Representatives Election concluded on June 28, 2023
and new project representatives elected as well as the terms of the
continuing members renewed.
This PR reflects the election results to the README.md file.
Voter registration requests were reviewed by the election officer
and CDF Staff.
The list of community members whose applications are accepted are
added to voters.md file.
This commit publishes list of eligible voters in voters.md.
The eligibility is determined based on the criteria documented
in README.md and data is extracted from LFX Insights.
Minor fixes are also incorporated based on the feedback on pull
request.
This pull request documents the process to follow together
with the timeline for the TOC Project Representative Elections
for 2023.
Please note the timeline as well as the upcoming steps in the process
as certain artifacts become available on correponding dates.
The election for the CDF TOC End User Representatives concluded
recently.

This pull request updates the README.md to include the new end user
representatives and moves the previous representatives to alumni.
The CDF technical projects TOC representatives contribute to the
TOC by joining TOC meetings on a regular basis and helping to
maintain an active communication channel between the TOC and
the projects.

This commit adds a new heading to the readme file, listing archived SIGs.
Please note that SIG Security is listed as Archived in proposed.md even
though the SIG is still shown as active in this readme file.
This commit updates the list of current SIGs and adds additional information
about them such as TOC Sponsor, Slack Channel and Maillist which is taken from
the SIG README files.
Please note that SIG Security is not listed under current SIGs since its status
is documented as Archived on proposed.md file.
